NATIONAL SECURITY AGENCY DIRECTIVE 18 -- THE NSA'S "BIBLE"

The following NSA directive discusses the specific regulations that ALL NSA agents are required to follow by LAW. One aspect of this directive clearly states that the NSA may NOT spy on American citizens unless there is some demonstrable evidence that they are in contact with a foreign entity which may pose a terrorist threat to the United States. The NSA's purview is strictly outside the United States Of America. (At least it is supposed to be).

According to NSA whistle blower Russell Tice, those men heading the NSA including then director Michael Hayden (Now director of the CIA) were well aware that this directive was being ignored and that CERTAIN NSA agents were using this Agency's advanced spy technology to ILLEGALLY spy on the American people.
