1. Various posthypnotic suggestions are implanted in the subject after a week or so to cause the subject to perform embarrassing and otherwise shameful acts (usually sexual but always anti-social). These shameful behaviors are used by the NSA later to shame the person into a lower self esteem, reduced confidence in their own self discipline, a need for forgiveness from God. These embarrassments provide a means to blackmail or discredit the subject if the NSA is "detected" and otherwise threatened by the subject.
2. The NSA will always use another law enforcement agency to document the behavioral discrepancy to retain anonymity. The NSA has been known to help subjects avoid prosecution to gain loyalty or create an adversarial relationship between the acting agency and the subject (another intimidation factor) even though the NSA was responsible for creating the behavioral problem in the subject's life.
